What DNS servers should I be using?

I'm new to Uverse, and I am a FTTH customer. I have a Buffalo DD-WRT 1750 router attached to an NVG599 in Passthrough mode and it works great! Everything I had working, including port forwarding works just fine. However, I've noticed the DNS servers seem to be terrible. At random intervals, my wife will complain her instagram feed will load slowly, and I myself have noticed issues with name resolution times. I don't like to use Google DNS or OpenDNS because CDN's such as Akamai may not serve content that is near you. Does ATT have an Anycast address like Comcast (75.75.75.75) where it automatically knows what DNS server to serve you from based on geo-ip info? I noticed when IPV6 is enabled. I have 99.99.99.53 as primary, and 99.99.99.153 as secondary. When I turn it off, I have 68.94.156.9 as primary, and 68.94.157.9 as secondary. Researching these forums, it seems like ATT has a ton of DNS servers out there. There's also 68.94.57.1, 68.94.57.8, 68.94.57.10 and so on. I ping google.com and latency on the default primary servers (99.99.99.53) is around 50ms. When I put in Level 3 DNS, it is around 8ms. I am located in Houston, TX. What ATT DNS servers are in close proximity to me?
