Installing my own VoIP service

Good Afternoon, I'm trying to install my own VoIP service and I need some assistance. I have U-verse service installed and prior to installation of service I ran my own Cat5 cable from where I have my switch and router to NID outside. The installer was very happy I did most of the hard work that he was kind enought to staple my cat5 down and punch down the pair for U-verse and he was suppose to tie a pair for phones. He was nice enought to do so inside in my patch panel but forgot to do outside. When I opened the NID all I see is a mess of wires with no way of connecting the phone lines and the pair from inside. I need some guide of what I should do and which pairs to use for the house phones. Maybe a noob question but I'd rather ask than be confused and do it all wrong. The pair for phone is orange/orange-white As a side question; does anyone know what that coax cable to cooper adapter does or why it's their?
