Second level support

So I have had many issues with my service. I finally reached the retention department about canceling service with early termination fees since my service sucks and had many techs out that couldn't fix the problem. I was referred to Second level support (855-388-7848). The crazy thing is you have to have a special pin number to talk to them (9649- good until the 27th). And to top it off the pin changes weekly so you can only talk to them when they want you to....has anyone else experienced this??? This dept. actually send out a manager from dispatch to come take a look at my service. They also actually call me back all the time to check about service quality! This is the support everyone should have access too.
