Drop line is some weird hook

The house I'm currently renting was made in the 70s. We've been having trouble ever since we moved in here with poor internet service and when we were using uverse TV it would cut out constantly. I've tested all the coaxial cables for any faults. Everything is fine until I get to the point which the internet comes from the street to the house. The box on the side of the house is supposed to have a coaxial in coming from the street. Instead it has a screw slot that mounts to a board and a few wires coming off of it to different components. Can anybody point out what all this equipment is, and tell me where I can go about replacing it because most of the wires in there have their protective coatings corroded off. I've receded most of the stuff in those photos and that has helped bring internet back temporarily, however the internet is not stable and will cut out often.
