How can I use Microsoft Azure File Services via AT&T U-Verse?

Apparently U-Verse blocks port 445 "outbound" so I am not able to connect to Azure File Storage Services. EVERYONE I talked to at AT&T support so far had no clue about unblocking outbound ports in their network and kept telling me I needed to turn off my firewall, reboot my computer, do IP Passthru to my router, and other idiotic suggestions. All articles I have found warn users about opening up port 445 for SMB traffic. I am initiating the SMB 3.0 connection "from" my Win10 client "to" MSFT servers, so I am NOT needing or wanting to open any inbound ports so please no lectures on not doing that. I need to connect to port 445 on MSFT servers! Below is a link to the article that says AT&T U-Verse blocks OUTBOUND port 445.
