From my understanding, and also according to this page here on DSLReports, it is very difficult to get a new IP via Uverse.

I'm on FTTP Uverse, and yesterday I rebooted my modem I received a completely new IP address. I had rebooted the modem several times in the past month (due to me messing with my Ubiquiti EdgeRouter), and I've always obtained the same IP since I've signed up for Uverse.
It's not a big deal, however, this IP address appears to have incorrect geo-location. Hulu will have the logo of a local Dallas station on the bottom right, instead of my local Houston station.
Weather Channel shows me in Richardson, TX instead of Houston or a nearby area. I've also noticed Instagram slowdowns I've had on Sunday evenings have completely disappeared. In other words, my routing changed and got better (minus the geolocation), but why? and how?
