Getting ATT to re-classify U-Verse account as capable of higher speeds

Hi there everyone, I live in Chapel Hill, NC and I currently receive 12mbps "Max" service from U-Verse. I'm wanting to improve this to at least the Max Plus 18mbps service. The website claims I could upgrade to Max Plus with a $99 technician installation fee and the telephone sales people think I could not do it either way. Down Up User Rate 19096 kbs 2048 kbs Max User Rate 26471 kbs Not Available Noise Margin 12.5 dB Not Available Attenuation 26.3 dB Not Available Output Power 12.5 dBm 6.5 dBm With "Max" 12/1.5 service I already receive actual speeds of ~15.5/1.7, and the modem appears to suggest it already syncs over 18mbps. I already had a technician install when I moved here in 2014, and there's definitely all new wiring from the building box to the wall tap (doesn't touch the legacy phone wiring inside the building at all, they drilled straight through the brick external wall into my office) and I think there's new wiring from the pole. I also know this complex was upgraded from IPDSLAM "U-Verse" to the ordinary U-Verse within the last 3 years and that the VRAD is less than 1,500 away. So I'm wondering if I can't get *someone* to change the class of my line without having a technician come out here and doodle around for $99? What's the quickest way of getting a Tier 2 support agent, or whatever ATT calls them, to look at my account without automatically insisting I've gotta pony up the installation fee and insisting I can't go over 18 or even upgrade to 18?
