Terrible upload speed when doing IP Passthrough to second router from NVG589

I have a Netgear R7000 wireless router (802.11ac). AT my old house with cable it was the sole router on the network and everything worked great. Now that I have AT&T Uverse, I followed the instructions at https://forums.att.com/t5/Features-and-How-To/How-to-put-the-Motorola-NVG589-in-bridge-mode-or-as-close-as-you/m-p/3552057#M39255 to set up my NVG589 to pass through traffic to the router. Everything seems to work well for downstream traffic, as speedtest.net shows me getting 22Mbps down (my house can only get up to the 18Mbps plan). However, upstream it is getting extreme packet loss and 0.4Mbps up when connected to my R7000. This occurs both on wifi and directly wired into the R7000. When I take an ethernet cable and connect my laptop directly to the NVG589 I get the full 2Mbps up. Does anyone have any suggestions to handle this? Is my only solution to put my R7000 into bridge mode and use NVG589 as my primary?
