45/6 Tier "Available" in San Antonio

3 days ago I noticed AT&T's website offered an upgrade to the 45/6 package, unfortunately I was unable to upgrade using the website. After calling the 1-800 number I was given a case number, which has since been closed. My most recent call resulted in the reason being, "there's an error with the FTTP system and you're not able to upgrade at this time". I'm a confirmed FTTP customer (the latest rep almost forwarded me on to the FTTP team, before she was told of this error). Every time I call the salesperson is more than happy to upgrade me until they attempt to schedule the technician - it's at this time they always run into an issue and they must submit a case. I don't see any reason this new tier would be unavailable to me, neither do any of the sales representatives (or the website, for that matter); it just can't happen, because. Any ideas?
