ADSL2+ Uverse a bad idea for At&t to have deployed?

At&t just recently converted the neighborhood where I have Aunt and people that I have known a long time living to Uverse the one problem speed offerings drop from: a max of 6Mbps to 3Mbps overnight. At&t has already lost a customer in this neighborhood thanks that change that I know. There is no excuse to not offer 6Mbps internet to people in this neighborhood still seems that pair bonding should be offered to fix this issue. What is the deal with ADSL2+ over traditional DSL lowering the capable speeds? edit: ok seems that my aunt's house is only capable of 3Mbps while they had 6Mbps DSL a few weeks back is there anything that can be done to force At&t offer the same speeds via the ADSL2+ product? this area should have gotten VDSL2+ but At&t is cheap. No wonder why Charter has been dragging their feet in adding HD or digital phone in this town. Population over 30,000 should get VDSL2+ not ADSL2+ what is wrong here? seems that whole town is only getting ADSL2+.
