[AT&T Fiber] Overprovisioned 1 gig?

Just got fiber installed. Fiber is direct the SFP (outdoor -> patch -> indoor) on BGW320-505. I was playing with a SFP+ to RJ45 and could get faster than 1 gig downloads but the uploads would suck (600~). So I bought a USB 2.5G adapter and plugged directly to the multi-gig port of the modem. (IP passthrough is on) It seems like the 1 gig is kind of overprovisioned but it's weird. Some things seem to be stuck at 950 down like fast.com and the google speedtest but there's multiple speedtest.net servers that will go 1260Mbps down / 1111Mbps up and the windows task manager reports 1.3G receive speeds so it isn't just a software error.
