Uverse "acceptable" speed is 12.1 Mbps on an 18 Mbps p

I have not been getting my full speed recently (avg 10.6 on an 18 package) and upon calling U-verse technical support, I was informed that my speed tested out (from their end) as "fine". When I inquired further I was informed that my speed tested at 12.1 and that anything in the range 12.01 to 18.00 is an "Acceptable level of service" on the 18 Mbps package. And that they would not send a technician out to check anything, and if I insisted on a technician coming out there would be a 99$ charge. In what world is it OK where a company gives you only 66% of what you're paying for and that is "acceptable"? Give me a break, AT&T. What a joke.
