[Serious] AT&T Stumped by UVerse Strange Problem

I recently had AT&T UVerse installed. The AT&T technician installed a Cat 5 cable from the point that the telephone service enters the house to my home office. He installed a new router (modem?) and it works great, except, of course, that the IP address, according to the speedtest.net web site, says my computer is located in the suburbs of Los Angeles when it is actually in Lawrenceville GA. Also, the time shown on my land line telephone is Pacific coast time, not Eastern time. Nothing changed about the telephone, which previously displayed the correct time. I reset the time on the telephone manually, but it quickly reset to Pacific time. I have no other router or any other networking equipment attached to the router installed by AT&T. So far, no one at AT&T can tell me why the above problems occur and how to correct them. I feel strongly that the incorrect time and the incorrect IP address must be related. I have been asked to power cycle the AT&T router (modem?) to force a change in the IP address, but the above problems still exist after doing this twice. When I access the router (modem?) information at 192.168.1.254, the time shown is Eastern time, so obviously the telephone is not getting its time from the router. Anyone have any suggestions?
