Available internet speeds in an apartment complex

I was checking the AT&T site to see what kind of speeds I could get, as a possible alternative to Charter Spectrum (which has been raising prices while not increasing speeds). Putting in my building and apt number, it only shows 25 mbps available, so I started putting in other addresses in the same complex out of curiosity.. I tried other units in the same building, and found that some show 50 mbps available, while others just show 25 like mine.. which doesn't make any sense to me. Wouldn't the loop length be pretty much the same for all of them? I also tried other buildings in the same complex, and found that some building/unit combinations show speeds of 75 or even 100 available! It makes quite a difference since 100 would compete with Charter's speeds, while 25 would be a huge downgrade.. What would cause such big differences in the same complex? Is there a better way of getting a firm answer on what speed is available (other than having a tech come out and check)? Side question.. is there any way to know what kind of technology AT&T is using in my area? ADSL, VDSL, VDSL2? Probably not GPON I'd assume.
