AT&T Internet Taking Forever

I moved into a new construction house last February (2015). It's in a new construction subdivision within the city limits of Locust Grove, a metropolitan county of Atlanta, GA. I quickly found out my 1st full day in the house that the only internet available would be through satellites. AT&T and Charter are the two main ISP's, but neither provided service. Instead of paying for the awful services of satellite internet, we decided to wait it out. Finally, on January 4 of 2016, I spotted an AT&T van in the subdivision. After speaking with the representative, he informed me that AT&T Gigapower was being installed for our subdivision and that it should be available by the beginning to middle of February. Of course, here it is on March 8, 2016, and still nada. I have spoken with both the contracted company in charge of laying lines, and AT&T, and no one can seem to give me anything. The contracted company has done their part, as I can see where they have laid lines under driveways. At this point, I don't care if it's Gigapower or not, I just want to be connected. There is a pole in my yard that says "Underground Fiber/Cable Lines, call before you dig" with wires inside. Am I just waiting on AT&T to come out and connect me? Or is there still more work to be done. After more that a year without internet, my patience has run out.
