I don't know exactly when this started, approximately a couple months ago perhaps.
Without VPN, my DSL speed is a consistent 16 Mbps dn, 2 Mbps up.
Before, when connecting via VPN to a close-by server, I would see only a slightly reduced speed. But now, I get much lower speeds that vary depending on the time of the day. For example, in the morning I might get 4 Mbps dn, in the evening 1 Mbps dn.
Changing the VPN connection method from UDP to a more secure one (don't want to disclose it here because ATT may get some ideas), then my speed bounces back to 12 Mbps dn. To me that's a clear sign that ATT purposely slows UDP traffic down.
Is this a known policy? Any way to avoid it?
