AT&T building their Gigapower fiber networks with future upgrades in mind?

Does anyone know if and when AT&T plans to offer Gigapower with the same or better fiber optic technologies that Google Fiber does? I've been reading that Google Fiber has superior hybrid WDM-PON technologies that enables customers to get consistent, stable 900 Mbps to 1 Gbps speeds all over America (and perhaps overseas). I read on various forums that AT&T Gigapower uses older GPON technologies that DON'T have the consistent, stable 900 Mbps to 1 Gbps speeds all over America (and perhaps overseas). I think these pdf reports from Google are from 2012 so I suspect that WDM-PON technologies are "ready for primetime" in 2016.
