Need advice about AT&T Uverse in new construction neighborhood

I am buying a house, and everywhere I go the only Internet option is AT&T Uverse. I current have Verizon FIOS 100 mbps up and down, and have never had any problems with it. I am a contractor and it is critical that I have fast and reliable Internet. The house that works best for my family is a new construction home where the "max" speed is 24 mbps. I need to reliably have at least 15-20 mbps down and probably at least 5 up for my work - if it dips below that occasionally it's fine, but it will slow me down when I'm working. I can use my iPhone's LTE network as a hotspot in emergencies, so if my connection does go out a few times a month it's not the end of the world. I have heard a lot of bad things about AT&T Uverse in regards to speed and reliability. Since this is a new construction neighborhood north of Dallas in a massive residential area, I'm not able to get a firm answer from anyone on exactly what speed I would have. But this puts me in a dilemma because I can't make a commitment and put my money down on a house before I know for certain what the Internet situation will be. Can anyone tell me what I can expect from AT&T Uverse? I also don't understand why a new construction neighborhood in a relatively wealthy area wouldn't have higher speed Internet - shouldn't the network infrastructure be built in already since everything else about the neighborhood is state of the art?
