DSL from the Central Office from a CLEC over AT&T wires compared to U-verse

As someone who has had AT&T U-verse BPON in San Jose which AT&T has refused to provision to anything above 18/1.5 (and even now I bet they still don't offer it at 100Mbps fibre, either, since only Cupertino was announced so far), the topic of AT&T wasting the resources they've already installed and paid for comes close to my heart. https://twitter.com/dane/status/654548210673844224 146 Mbps down, 80 Mbps up, over 1000ft of copper. Yes, that's in North America. (IIRC, Dane tells that in Europe, noone offers capped DSL sync rates in the first place.) Yes, over AT&T's own wires, but powered a Californian CLEC instead -- a Competitive Local Exchange Carrier. What's the highest upstream AT&T offers over 1000 ft of copper? Still single digits for upload, many times less this CLEC? Still less for download than we see here for upload? Still saving the extra capacity for the one and only future merger?
