In case someone else has this problem, after switching to U-Verse/Gigapower, my system is IPv6 enabled. Unfortunately, Outlook 2003 on Windows 7 does not like IPv6. It can send email, but it does not POP email from Gmail. Outlook reports that it cannot find the server even though the server can be pinged and even though Test Connection in Outlook passes. The temporary solution is to go into the NVG599 router in turn off IPv6. It's under Home Network | Configure.
