I'm on 45Mbps, can't upgrade to 75Mbps although all my neighbors can...?

I upgraded to 45Mbps about six months ago, and recently 75Mbps service became available in my area. I'm about 400 feet from the VRAD, and am synced at 60Mbps on one line and 62Mbps on the other line on my NVG589. My SNR on both lines is great. ALL of my neighbors (right next door, etc.) can get 75Mbps, but AT&T says I can only get 45Mbps - the retention person's tool would not present 75Mbps as an upgrade option for me. Any idea why this would be? This is really frustrating, esp. given I could get 150Mbps from Comcast. Now I'm wondering if I should just give up on AT&T and move to Comcast. Why would my house alone be limited like this? I've been with UVerse for ~4.5 years now, is there some old card I'm connected to alone on my street? (I *think* I'm on a F card, as the stats page does not show upstream statistics, and the upstream sync is not the maximum upstream sync possible). Any advice on what I need to do to be able to upgrade? Is there a way of getting them to switch me to a new card in the VRAD?
