I'm in a rural part of Oklahoma and I have the highest uverse tier available in my area, 24mbps, and speedtest.net shows that I'm getting what I'm paying for:

However, at any time of the day, doesn't matter if it is 6am, 3pm, noon or midnight, I'm not able to get more than 1500-2000kbps from YouTube (stats for nerds pop-up) and 1080p videos that buffer and buffer and sometimes never finish buffering:

Even with a VPN or an SSH tunnel to a remote host doesn't increase the speeds. AT&T won't recognize that there is a problem without sending a tech to my house, but when I only have trouble watching videos on YouTube and I get great speeds everywhere else, including almost 3MB/sec while downloading a Debian ISO. I don't see what a tech is going to do other than say yup, YouTube is slow and then leave. I really don't like strange folks traipsing around my house, so I declined AT&T's offer to send someone out. Is anyone else seeing issues like this?
