Uverse downgrade from 18 to 6 Mbps - suddenly poor connection quality

Since I downgraded from 18Mbs to "Elite" (6Mbps) last week, my DSL connection quality went south. Oftentimes I get only 1Mbps, sometimes 3Mbs. Things become super laggy at times. What is interesting is that just a week before the same line was getting close to 18Mbps with no issues, and it functioned like that for a full year before. A bit of history, at first I got Uverse 6Mbps + Uverse TV (June 2013), around Oct. 2013 I installed 2 diplexers in order to feed both the OTA signal and Uverse through the antenna cable (Holland DPLS-2AR HDNA/TVRF 25k-8.5MHz). In June 2014 I dropped ATT TV (pretty poor offering when I have an excellent OTA reception), and switched to Uverse 18Mbps service, which worked fine too. So never in 2 years of service I had any issues. Since the downgrade to 6Mbps (cost related), the download speed goes to low numbers quite frequently. I tried different computers, wired/wireless, etc. I chained another "tomato" router after 3801HGV, to see if the wired connection from 3801HGV to "tomato" would be more reliable - it's not. It's exceptionally intermittent, sometimes it swings back up to full speed, sometimes it's back to 1Mpbs. I tried to call tier 1 support last Friday, one guy reset my 2Wire 3801HGV fully, which did not help much. With another person, it was clear they she less than me, and was offering to send a technician (why?!?) I asked for tier 2, but could not get through. It's as if after the downgrade I suddenly got connection issues inside my house that need ATT help to get resolved. Of course, this all could be just a freaky coincidence, but I tend to think that the downgrade to 6Mbps and the connection issues are very much related. Any ideas? Thank you in advance! P.S.
