Orange tubes?

On Sunday while coming home from church, I briefly saw some orange tubes sticking out of the ground at the base of a utility pole (which has an AT&T line on it) about ~800 feet from my house. I immediately thought that AT&T was installing a VRAD close to my house so I got pretty excited about that. On Monday while doing some yard work, I looked down the street and saw a bucket truck (late model) near where the utility pole is. Unfortunately, I wasn't close enough to see logo on it and I can't remember wether or not the bucket was raised. On Wednesday, while coming home along that same road, all that was left was a patch of loose dirt at the base of the pole. I was thinking that this was AT&T fiber when I first saw it and that they were going to install a VRAD. Now I wish I had taken a closer look at it. There is a possibility that it was Time Warner Cable doing work (that is where their line ends; I can't get TWC at my house) and I saw a TWC bucket truck drive (newer model) by my house Wednesday morning; however, the driver my have just been taking a shortcut to get on the Interstate. Any ideas what this was? AT&T has been expanding U-Verse in my area but we can only get DSL on my corner. I posted this here because I'm assuming that it was AT&T doing the work. If this needs to be moved I don't mind. :-)
