Caller ID is setting my phone's clock incorrectly (Uverse Voice)

I have had UVerse Voice for about a month and this is the first time I have had Caller ID as we did not have it with our old POTS plan. I have discovered that the time on my phone/answering machine is always wrong. I can set the time on the phone but it keeps changing so that it is 3 hours wrong. I think the Caller ID information is setting the time wrong, as if the equipment on the other end is set to the wrong time zone (I am EST, it is jumping to PST). I tried chatting with AT&T UVerse technical support and the agent said the issue was out of scope for him. Where should I pursue next? I do not relish the thought of my answering machine clock being off by 3 hours forever.
