short Vacation hold, or rapid stop/start service

Once you are OFF-CONTRACT (u-verse HSI only; no incentive to stay: no promo to lose), except for real risk that VRAD ports may not be available (and unpredictable delays on restart), what policy of ATT prevents you from frequently canceling service for a short period of time and then restarting? I'm sure ATT will find a reason to justify denying you (your request to restart) service? How often, how fast could you get away with, without being denied service for good? e.g. off one week, on three, and repeat? Vacation Hold says minimum two months, yet also says just call if you need service restored early. So could that be exploited in a similar manner (better since won't lose VRAD port) churning service off and on rapidly? Though RG is NOT "customer owned", ATT still charges CA customers "SALES tax" (how is that even legal?, some class-action lawyers appear to be asleep at wheel), would equipment fee and sales tax be prorated as well for actual service periods?
