U-verse VOIP Rates

I was looking at U-verse VOIP service and was not able to determine what the 200 Minute plan offers. If one selects the 200 Minute Plan are local calls unlimited like a legacy land line and include 200 Minutes of long distance or do you get 200 Minutes for all calls incoming and outgoing and get charged $0.07 per minute like cell phone service, for all usage over the 200 Minute allotment.
