New AT&T customer here,
A tech came out to my house last month and installed 18mps internet with the NVG589 and pair. We were chatting for a bit and he said he could definitely increase my speed to 24 and possible 45. Unfortunately, after trying he said his system was down, but if I call into tech support they could bump me from there.
Well long story short, they said I am maxed out at 18mps. However, after playing around with the settings I noticed that I have a max speed of 50:

Further, I looked around my neighborhood for my VRAD today and found it 0.1 miles away. Also, my neighbors closer to the VRAD have the 24 and 45mps option. So am I truly capped at 18mps or do I need to press at&t further? I feel like I trust the tech over the call center.
