Apparently drop in upstream perf?

I've been on what I thought was an 18/3 connection ("Max Plus") with Uverse for while. I say that; I'm 90% certain I bought it as an 18 down, 3 up connection. I see now, though, that ATT is considering this an 18/1.5 connection. My issue is that for about the last 45-60 days, my Vocalocity VOIP phone has sucked. I can hear other people fine, but callers report dropouts so bad I have stopped using the service entirely in favor of my cell phone. This is a problem, but Vocalocity insists it's not THEIR problem at all; a tech call with them suggested it was a latency/upload speed issue. That's when I discovered that I have only 1.5 up, not 3 as I thought I remembered. Is it possible that I was getting 3 until recently, and only then had my upstream curtailed by ATT in some sort of retroactive plan realignment? I've called them to complain, and their only suggestion is to upgrade, which I'm not terribly predisposed to do. So: didn't the Max Plus tier used to state 18/3? When did it become 18/1.5?
