18MBPS Website error or Customer Service error?

Hello. So i have been getting 12MBPS Uverse and recently saw the option to upgrade to 18MBPS on their website. This option was not available a while back as 12MBPS apparently was my only option according to AT&T. I went ahead and selected it and everything seemed to go smoothly, except that when it said completed, i was still getting only 12MBPS. So i called AT&T and was advised that they made a mistake and i can only get 12MBPS. As of today that option is still available on their site. Is AT&T lying to me because since i only have their internet service, they do not want to upgrade my speed even though i would be paying more? Should i contact the FCC to look further into this? Anyone experience something similar? Any input is appreciated. -Freon
