Uverse consistently worse than Comcast when streaming Netflix

I have both Uverse 24 Mbps and Comcast Economy Plus Internet. I have them both because I was in transition to At&t. Uverse very rarely streams Netflix in HD, while Comcast is virtually always in HD. I can switch back and forth between the two services, and at&T is always worse. I have only gotten it to stream in HD one time in the past week. Of course that one time was while I was on the phone with AT&T tech support. I have attempted about 50 speed tests with various servers over the past week on both ISPs. I have tried them with local and distant servers alike, on mobile devices, laptops, and desktops. U verse is always at least a little bit slower, and on occasion registers below 1 megabit. However it usually is above 10 megabits. Comcast is usually around 20 megabits, depending on the time of day. at&T is usually above a speed where HD should be possible, but it just can't give me the HD. I believe the bad reputation of phone lines versus coaxial cable is well deserved.I have been watching Netflix on Uverse the entire time I have dictated this post, and it has been most disappointing. I live in the San Francisco Eastbay, a few miles from Silicon Valley, so there should be no bias toward either of the ISPs. I should get HD regardless of which ISP I use in this location. There is something wrong with AT&T's connectivity, and it is not with my line because the installer tested it with his equipment and said it was exceptional.
