U-Verse not trying to compete?

I just went out to the U-verse site to check the internet-only offerings available to me. The cheapest available is $29.99 for Pro (3 down). And that's only a 1 year promo price with a 1 year contract *and* $180 ETF *and* a 250GB cap *and* $100 equipment cost (mandatory, unless I can use one of the ADSL modems I have onhand) *and* a $99 installation charge (is free self-install available?). Thankfully Time Warner and WOW Cable are available where I live (currently have WOW, but open to switching)... Time Warner has a 2/1 internet-only for $14.99 (regular non-promo price!) with the option of buying my own DOCSIS 3.0 modem for around $70 or so (a Motorola SB6121 or a Zoom DOCSIS 3.0), or maybe they'll let me use a used DOCSIS 2.0 modem on their approved list (around $20 or so). No contract term, no cap (yet?). WOW Cable has a 15/1 for $30 for one year with the option to use a used DOCSIS 2.0 modem (around $20 online). No contract term, no cap. Unless I'm missing something and there's some way to get a lower price on some (or all?) of the U-verse tiers and get the equipment and installation charges waived, or there's some offer (such as a prepaid Visa card, rebate, etc.) to offset the installation and equipment charges? EDIT: Forgot to mention the 250GB U-verse internet cap
