Fiber from wallplate to NID replaced and now download speeds ..

I'm on ATT Fiber1000. A rodent chewed my outside fiber optic cable (black). A tech was dispatched and replaced it with the same white cable (green ends) I have indoors but this time higher off the ground. Now it seems my download speeds fluctuate more than before. Upload speeds are just like before as in very good. It's probably my imagination but though I'd ask. Prior to the cable replacement I'd see consistent 934 down/936 up on Ethernet. Now the download speed varys from 750 to 940. It didn't do this before. Can a poor fiber optic connection cause this as in only affect speeds in one direction? Another though I have is since I'm the first one in the neighborhood to get Fiber perhaps they've added more subscribers? Coincidence? Any thoughts appreciated. J
