Did at&t provision new speed tiers?

I currently subscribe to the 18/1.5 speed tier. I have the VDSL2 FTTN variety of uverse with 45/6 plan being offered in my area. I did some speed tests today and ive been noticing that they've been averaging around 21 mbps downstream and exactly 1.5 mbps upstream sometimes a little higher. Here is an image below of a recent speedtest: [att=1] I hope im not seeing things here, but feels like at&t would never do this haha. I've tested this on two computes, my phone, and tablet. all are showing above 18mbps downstream speeds.
